I spent seven years counting cards before I realized the margins were too thin. Now I understand game development and I will tell you how a licensed slot gets made because it is not simple.
Step one: the studio buys a license
Step one: the studio buys a license. HBO says Game of Thrones can be on a slot machine. The deal costs money. It might include a minimum guarantee: the studio guarantees HBO a certain amount in royalties per year. The studio has to recoup that cost in slot revenue. A 3 million dollar license requires selling at least 3 million dollars in theoretical loss on that game. The game has to be popular enough to hit that target.
Step two: the game designer builds the mechanical core. How many reels? How many paylines? What is the RTP (return to player)? These are the baseline questions. The designer is constrained by the licensor (HBO might want the game to feel epic, not cartoony) and by the regulator (the jurisdiction where the game will be played has specific RTP and variance requirements). The designer has to navigate both.
Step three: the art and sound. This is where the license matters. The studio licenses artwork from HBO. They can use scenes from the show. They can use the actors' likenesses. They can use the theme music. All of this costs royalties on top of the initial license fee. A slot with full HBO assets is more expensive to produce than a generic fantasy slot, but it sells better.
Step four: the RNG (random number generator) development. The core of every slot is the RNG, the algorithm that determines the outcomes. The RNG has to be certified by a third-party lab (iTech Labs, GLI, etc.). The lab tests the RNG for bias, for randomness, for compliance with the game rules. This testing takes weeks. The lab charges thousands of dollars.
Step five: the feature development. What makes this game unique? A game with no special features is a game that will not sell. A Game of Thrones slot might have a Hold feature (you can hold reels), a Bonus Spin feature (you can buy additional spins), a Progressive Jackpot (linked across all instances of the game). Each feature adds complexity. Each feature has to be tested.
Step six: the testing phase. The game is tested on a demo server by casino staff. They play thousands of hands. They look for bugs (does the game crash if you hit a bonus? does the payout display correctly?). They test on different devices (iPad, phone, web browser). A bug that appears in 0.001 percent of sessions is still a problem if millions of people play.
Step seven: the regulatory submission. The game is submitted to the gaming authority of the jurisdiction where it will be played (Malta, UK, etc.). The authority reviews the game mechanics, the RTP, the game design. This process takes weeks. The authority might request changes. The studio complies. This might trigger more testing.
Step eight: the release. The game goes live in a casino. The casino runs a promotional push. The game is available across their platform. The studio tracks metrics: how often is it played, what is the actual RTP versus the theoretical RTP, what is the player retention like.
The whole process takes 6 to 18 months depending on complexity. A simple themed slot might take 6 months. A game with five separate bonus features and a progressive jackpot might take 18 months. The cost is substantial: hundreds of thousands of dollars in salaries, licensing, testing, and royalties.
If the game fails (too few people play it), the studio loses money. If the game succeeds, the studio recoups the cost and makes profit. The license fees to the IP holder (HBO, in this case) come out of the studio's revenue, not from the casino's revenue. The studio benefits from high player engagement. The licensor benefits from having their brand associated with a game that people want to play.
